The
Olivette Bikeway will be under the overall operation and management of the
Parks and Recreation Department. The trail portion of the system is similar
to a linear park, and will be managed to the same standards as the rest
of the city's park system. The on-street portion of the bikeway will be
managed by the Department of Public Works. Asphalt surfaces will be kept
in good condition through regular inspection and maintenance to repair/correct
potholes and other surface irregularities.
-
The
Parks & Recreation Department will handle all general maintenance, including:
tree trimming, mulching, landscaping, and daily garbage collection. The
bikeway/trail will be maintained as any other park site.
-
Purpose
of the trail portion of the system. Trails are open to all residents. The
primary purpose of the trail portion is recreation. It is also available
for use as a transportation facility, and is subject to all bicycle regulations.
-
Purpose
of the on-street portion of the system. The on-street portion of the bikeway
will operate in the same manner as large number of on-street facilities
which are in operation elsewhere -- as a bicycle transportation system intended
for use by adults and older adolescents. Selected streets will have "Bicycle
Route" and "Share the Road with Bicycles" signage installed to alert both
motor vehicles and bicyclists that each is sharing the road with the other.
-
Complement
to MoDOT bicycle accommodations on Olive Boulevard. Olivette's on-street
system will complement improvements to Olive Boulevard which are being undertaken
by the Missouri Department of Transportation, which it maintains and manages.
MoDOT's bicycle accommodations are intended only for adults and older adolescents
who are familiar with the bicycle rules of the road. Its improvements on
Olive may include bicycle lane slots to facilitate movement across intersections,
as well as "Share the Road with Bicycles" signage to alert both motorists
and bicyclists that they are sharing a public transportation facility.
-
Hours
of operation. The trail portion will only be open from dawn to dusk. The
on-street portion of the system, as an adult bicycle transportation system
located on city streets, will not have hours of operation.
-
Access
by emergency vehicles. The trail components will be accessible by ambulance.
In fact, portions of the trail system, such as at the Grandview Drive trail
cut-through, can shorten access time by ambulances and fire vehicles traveling
from the station on Olive Boulevard to neighborhoods.
