Bill 2943 - An Ordinance Amending Ordinance No. 2704 of the City of Olivette, Missouri By Revising the City’s Fiscal Year 2020-2021 Budget to Provide Funding For Capital Purchases - 1st & 2nd Reading

Additional funding request of $500,000 for progress with implementation of Parks Master/Vision Plan and for expenditures of $22,000 for nine additional SCBA regulators and fire bunker gear appropriated in fiscal year 2020 budget.

Purchase of Nine Regulators for the Scott Self-Contained Breathing Apparatus (SCBA)

Resolution 2021 - 203 A Resolution Authorizing the City Manager to Execute a Service Agreement with Turn-Key Mobile, Inc. for the Provision of Software, Hardware and Services Related to the City’s Video Monitoring System

The Council is asked to approve Resolution 2021-203 to replace server
hardware and authorizing execution of a 1-year service agreement with Turn-
Key Mobile, Inc for services and support of the City’s video monitoring system.
The agreement allows for the purchase and update of necessary software and
hardware components. The total cost of this project is $26,364.00, which was
included in the approved Police Department operating and capital budgets for
FY21.

Approval to Purchase six (6) Replacement Patrol Vehicle Laptops and Related Accessories.

The Police Department Operating Budget for Fiscal Year 2021 included authorization for replacement of six (6) patrol vehicle laptops.  The laptops & required accessories will be purchased from TurnKey Mobile.  Installation will be provided by VIP Public Safety and computer configuration will be completed by the City’s IT company, CertifiedNETS.

Approval to Purchase Two (2) Replacement Vehicles for the Olivette Police Department Administration

The Police Department Operating Budget for Fiscal Year 2021 included authorization for replacement of two (2) vehicles for Administration.

Authorization for the City Manager to enter into a Memorandum of Understanding (MOU) with Flock Safety.

Flock Safety is a manufacturer of automatic license plate readers (ALPR).  Their product is designed to be stationary as opposed to mounted to a patrol vehicle.  Flock Safety markets their product to both law enforcement agencies as well as private entities like business developers, business owners and neighborhood associations.  The Olivette Police Department is considering a pilot program with Flock Safety to evaluate the product as a tool for preventing and solving crime in Olivette.
